Padge Victoria Windslowe, Illegal Buttocks Injector, Arrested for 'Pumping Party'

Padge Victoria Windslowe, a Philadelphia transgender woman, was arrested in connection with a series of illegal buttocks injections at a "pumping party," Wednesday night.

Padge Victoria Windslowe, 42, calls herself the "Black Madam." She was accused of pumping a London tourist, Claudia Aderotimi with illegal enhancing substances last year, and was paid $2,000 for her efforts. The 20-year-old girl was given the injections at the Philadelphia International Airport, and was found dead in her hotel room soon after.

Authorities found Windslowe preparing to commit another crime at one of her "pumping parties." A tipster notified police that she would be giving the dangerous injections at a Germantown home.

The "Black Madam" was arrested, and faces charges of aggravated assault and deceptive practices in connection with another client of hers, a 23-year-old exotic dancer, who was hospitalized two days after the procedure.

Though police officially identify Windslowe as a "person of interest" in the Aderotimi case, police openly discussed her connection to both the exotic dancer and Aderotimi incidents.

"It's similar to the Aderotimi case," Lt. John Walker of the Philadelphia police department told the Philadelphia Daily News. "What allegedly happened is Padge Victoria injected her, hit a blood vessel; the substances entered her bloodstream, goes through (and) lands in her lungs."

The dancer was treated for pneumonia and a pulmonary embolism at the Lankenau Medical Center.

Lt. Walker also added that police "knew she was the injector back in the 2011 case" but had not moved forward with proceedings because they awaited an official cause of death for the British student. The Delaware County Medical Examiner is apparently waiting for results from an FDA lab.

Walker said there is a good chance Windslowe will be charged with murder. There is certainly evidence stacked against her, as authorities found clear liquid, needles, Super Glue, surgical gloves, and cotton balls at the woman's home.

Windslowe was arraigned Thursday, and is being held on $10 million bail, according to prosecutors.
